Curradinghy-TCS summer optimist program Management: Thomas Chaix : laserthomas@eircom.net
Curradinghy and TCS are associated for the third year in a row to
propose an exciting summer of events and clinics for optimist sailors of
various horizons. Last year over 40 sailors from countries as far as
India and Hong Kong joined the program for what was a complete
success with fun, new friends, improved skills and medals at the
various events.
This year Dun Laoghaire (venue of the 2014 Europeans) and the
National YC will be at the centre of the program showing once more
how vibrant Dun Loaghaire has become in the last few years towards
junior sailing.

1 - French Nationals (CIE), Crozon... JULY 10-20
The CNCM is situated in the far
west of Britanny in a setting is
excellent for sailing. The CIE is the
largest optimist event of the year
in France with up to 500 boats
usually entering. Year on year,
foreign participation has made the
event competitive and challenging.
In 2012, 12 different countries
participated and the success of the
event encouraged us to include it in our program once more.
Last year Irish team Member Cliodhna Ni Suilleabhain finished 8th overall and 2nd
lady whilst Janaki Balanchander from India won the the silver fleet.

Now a full time professional coach, Ben has
combined successfully sailing at the highest
level of performance and his developement
as a coach. Professional, knowledgeable
and with a solid ability to manage and
develop young sailors, Ben is now a solid
asset for the Irish sailing community.

2 - UK nationals, Largs... July 27 - August 4
The Scottish Sailing Institute is based at Largs SC, and provides a lot of event and
(local) race management expertise. In 1999 The Royal Yachting Association chose
Largs as it’s location for the Scottish "Centre of Excellence" and the Scottish Sailing
Institute (SSI) was created to promote Largs as a major championship venue and
to coordinate large championship events and race training activity.
Every 3 years the UK optimist association hosts their national event in Largs. With
over 400 boats entered from usually up to 15 countries, it is one of the toughest
open international events of the summer.
Last year the team collected a bronze medal in the senior fleet with Irish sailor
Douglas Elmes and placed a further 3 top 10 in the strongest fleet of the event with
French sailor Jim Vincent, Irish sailor Harry Whitaker and British sailor Robbie
King.

Lead coach : Alistair Kissane
Alistair is the laser 4.7 national coach in Ireland and when
possible goes back to the the roots coaching optimist
sailors. Alistair is not a stranger to the program having
been involved in the summer clinic in 2011. He will be a
solid lead to this leg of the program.
As numbers joining the program on this leg are expected
to be pretty large, Alistair will be assisted by younger
selected coaches. Their appointment will be decided when
final numbers are known.

3 - TCS summer clinic, Dun Laoghaire... August 7-10
The summer clinic is each year the opportunity for the sailors to tidy up skills,
learn new skills, make new friends, exchange with coaches in a non-competitive
environment. By locating ourselves in Dun Laoghaire we also give ourselves the
opportunity to prepare for the Irish nationals and get to know the venue of the
2014 Europeans.
Lead coach: Thomas Chaix
Optimist national coach in Ireland as well
as Director of TC Sailing, he will actively
lead and coach the Irish legs of the
program. Full time coaching since 2005, he
runs various junior and youth open
programs alongside his part time
committment to the ISA junior program.
As numbers joining the clinic are expected
to be high, He will be assisted by a team of selected coaches. Their appointment will
be finalised when final numbers are known.

4 - TCS team racing trophy, Dun Laoghaire ... 12-13 August
Created in 2012, the TCS team racing trophy has been presented 2 trophies, the
Curradinghy Open trophy and the TCS best club cup. Competed in Kinsale by 9
teams from Ireland and India, it proved to be entertaining, fun and highly
competitive over the the 2 racing days with over 40 races completed.
This year, in partnership with the National YC and its excellent facilities the trophy
will prove to be even better with the use of Video, GPS trackers to make it parents
and media friendly... All of it just in front of the club inside the Marina walls. With
only one race being sailed at the time it makes for a easier way to follow event.
Maximum 12 teams of 4 (or 5 with a sub)
can enter with the rule that at least one team
member must be a girl or an U12 sailor.

5 - Irish nationals, Dun Laoghaire... 14-18 August
What a golden opportunity to
test the water in Dun
Laoghaire venue of the 2014
IODA Europeans. Dun
Laoghaire is situated on the
south side of Dublin and is easily accessible by
Ferry or by air.
The National YC has always been at the forefront
of Junior sailing and it is no surprise to be hosted
once more in Dun Laoghaire.
The event has attracted in the past up to 10 countries and the 2 main fleet will
likely provide over 200 sailors and great competition for the various trophies. In
2012, the team collected many honours. Rory Caslin from Bermuda was 3rd
overall and the team took 6 of the top 8 places in the senior fleet. In the juniors,
Indian sailor Navyn Prabakhar topped the U10 sub results.

involved in the program after
two successful years leading
most of it. His 49er new
campaign taking more of his
time now prevented him from
joining us at the start but it is
great to have him to find some
time to be with the team. Ross
has been in the last two year a
large contributor to the
success of the program with
great dedication, professionalism and a way to help young sailors to reach their potential.
Thomas and Ross may be assisted by selected younger coaches if numbers require.

guardian, we may be able to assist and accomodate some sailors with the coaches

- Requirement for charter boat (requirement for boat transportation- we may be
able to assist)
In order to make sure we have the best ratio of coaches and support for the team,
all entries for the away events MUST be done BEFORE May 25th. For the clinic and
the team racing all entries must be confirmed by July 15th.
An entry is confirmed when payment of at least 25% is done (acts as a deposit)
Sailors joining the full program will be entitled to a 15% discount
Sailors joining the full program apart from one activity will be entitled to a 10%
discount
A second sailor from the same familly will be entitled to a 10% discount

YACHTING ASSOCIATION OF INDIA RAYMOND INDIA INTERNATIONAL REGATTA 2013
30 Sep - 07 OCTOBER 2013, CHENNAI, INDIA NOTICE OF RACE
1. VENUE The India International Regatta 2013 will be held from 30 September 2013 - 07 October 2013 at
Chennai, India.
2. ORGANISING AUTHORITY The Championship is organized by the Yachting Association of India and hosted by
the Tamil Nadu
Sailing Association and the Chennai Sailing Academy.
3. LANGUAGE English shall be the official language for the championship.
The championship will be governed by the Rules as defined in:-

4.1.1 The 2013 - 2016 Racing Rules of Sailing (RRS) & Equipment Rules.

4.1.2 Current Class Rules of all classes competing.

4.1.3 The Notice of Race (NoR).

4.1.4 Sailing Instructions (SI).
No National Authority prescription will apply.

ELIGIBILITY
6.1 All competitors shall comply with the International Sailing Federation (ISAF) eligibility required in accordance with ISAF
Regulation 19.
6.2 The Members National Authorities to which all competitors belong must be fully paid up members of International Sailing
Federation (ISAF).
6.3 For Indian participants, only the
top 50 ranked sailors as per the most recently published ranking by the YAI will be permitted to participate.

6.4 Competitors for Optimist Class must be born in 1998 or after.

6.5 Competitors for Laser 4.7 Class must be born in 1996 or after.

6.6 Competitors for 29er Class must be born in 1994 or after.

6.7 Proof of age is to be produced at registration.

6.8 For the duration of the championship each sailor under 18 years of age shall be
accompanied by the responsible adult who is named in the parent/guardian consent form.
7. Entries shall be made using official entry forms and according to the following schedule:
7.1 Applications for entry will be accepted beginning 15 April 2013 by completing the online registration.
7.2 For reasons of planning (accommodation and boats availability for charter) the Preliminary Entry Form and the Charter
Boat Request must be received by 30 August 2013.
7.3 Final Entry Form must be received by the Organising Committee no later than 15 September 2013.
7.4 Entries may be accepted after closing date at the discretion of the Organising Authority, but will be subject to a Euro
200.00 late entry supplement.

8. ENTRIES & FEES
8.1 Entry Fee including accommodation and meals, between official arrival day 30 September 2013 and official departure day
07 October 2013 will be per person Euro 300.00 for all Competitors, officials and Coaches from overseas. This facility can be extended to not more than two officials accompanying any team.
8.2 Entry will be per person INR 3000 for all Competitors, officials and Coaches from India.
8.3 Preliminary entry fee Euro 100.00 per sailor and officials are due not later than 30 July 2013. Remaining entry fee per sailor
and official are due not later than 30 August 2013.

9. SAILING INSTRUCTIONS
Sailing Instructions will be made available on http://www.iiregatta.in Sailing Instructions will be also issued to each competitor on completion of registration.
10. PROGRAM

10.2 Min 6 races constitute a series. No Warning Signal will be made after 1500 hrs on 06 October 2013.
10.3 When seven or fewer than seven (07) races have
been completed, a boat’s series score will be the total of her race scores.
10.4 When eight (08) to ten (10) races have been
completed, a boat’s series score will be the total of her race scores excluding her worst score.
10.5 When eleven (11) or more races have been
completed a boat’s series score will be the total of her race scores excluding her two worst scores.
11. Low Point System of Appendix A will apply.
12. RACING AREA Racing Area will be water off Chennai Port approximately 30 to 40 minutes sailing time from the
launching area.
13. COURSES TO BE SAILED Courses will be described in the Sailing Instructions.
14. SAFETY
-
14.1 Sailing boats, where applicable, must have a towing rope on board 15 meters in length.
-
14.2 In addition to IODA Class Rules 4.2 (a) and (b), 4.3 (a) and (b) each Optimist boat shall
have on board a secured paddle with a surface of not less than 0.25 square meters and each competitors shall carry a whistle
attached to his / her clothing or body.
14.3 Competitors not complying with these instructions will get added to their score a penalty of 5 points for each race of the
day on which they have failed to observe this instruction.
15. PERSONAL BUOYANCY All competitors shall bring their own personal buoyancy which mush be capable to being fastened at all
time while afloat. Wet/ dry suit do not constitute adequate personal buoyancy.
16. MEASUREMENT
-
16.1 Each boat where applicable shall hold a valid measurement certification.
-
16.2 Substitution of the damaged equipment may be permitted provided the damaged equipment has been checked by
Measurement Committee and substituting equipment is presented to Measurement Committee. Such substitution will be subject to the approval of International Jury.
17. INTERNATIONAL JURY
-
17.1 An International Jury will be appointed in accordance with RRS Appendix N.

17.2 Decision of the International Jury will be final in accordance with Racing Rules 70.5.
18. INSURANCE
-
18.1 All helmspersons shall have third party insurance cover for any accident. All competitors who sign the Entry Form
are deemed to have made a declaration that they hold such cover.

18.2 Competitors will be required to produce evidence of such insurance and any competitor not holding this cover shall
withdraw their entry.
-
18.3 Insurance will be provided to those who need it at an additional cost.
19. TEAM SUPPORT BOAT
19.1 Support boat can be made available on charter provided advance request is received by the Organizing Committee.
19.2 Support Boat shall be marked with their National Flags.
20. VISA
Visa can be obtained from Indian Embassy/ High Commission. If an invitation letter is required, please e mail your request to

21. CHARTER BOATS
21.1 Competitors are required to bring their own boats. However, limited numbers of boats are available for charter
only for overseas competitors.
Overseas competitors’ request for charter requirement
will be based on availability and on first come basis.

21.2 All competitors must bring their own sails.

21.3 The charter charges for the entire duration will be as under:
22. ACCOMMODATION
22.1 Accommodation for sailors and officials from abroad will be provided by the organising committee.
22.2 Official accommodation will be available from 1200 hrs 30 September 2013 until 1200 hrs 07 October 2013.
22.3 The first official meal will be lunch on 30 September 2013 and the last official meal will be breakfast on 07 October 2013.
23. EQUIPMENT SAFETY
Boats and accessories where provided on charter, are done on ‘as is where is’ basis and the competitors are required to return them in the same condition. Any damage or loss, however caused, to chartered equipment will be recovered from the
damage deposit fee. Damage/loss, if any in excess of damage deposit fee, subject to a maximum of Euro 1300.00, will be required to be made good by the charterer, in this case the
individual signing the charter form, before the official departure date.
24. EARLY ARRIVAL 24.1 Teams wishing to arrive before the official arrival day should contact the Organizing
Committee in order to book the accommodation. The daily fee for extra day will be:- Euro 100.00 Net Per night on Twin Sharing. All the above
rates include daily breakfast for max 2 persons in the room.

24.2 Early arrivals have to be booked by 01 September 2013 to guarantee rate.

24.3 Sailing Facilities will be open from 29 September 2013.
25. TRANSPORTATION Shuttle from accommodation to the venue will be provided by the Organising Committee during the
entire duration including pick up and drop off from and to the airport.
26. MISCELLANEOUS 26.1 Each team is requested to bring its own:

27. Sailors may arrange own agency to move their container to and from India. The Organizing Committee will only provide
adequate place for placing the container for the duration of the event. All expenses up to placing the container and lifting it back from venue is the responsibility of individual sailors.
